The Small Business Innovation Research (SBIR) Program
Provides qualified small business concerns with opportunities to propose innovative ideas that meet the specific research and R&D needs of the Federal Government as stated in each of the SBIR Program solicitations. The Small Business Technology Transfer (STTR) Program
It's an important new small business program that expands funding opportunities in the federal innovation research and development arena.

The Catalog of Domestic Federal Assistance lists all of the federal government assistance programs available for Business and Commerce. It provides information relative to each program. Please read CAREFULLY, as it can be confusing. For instance, the reference regarding grants for Women's Business Ownership is to organizations providing training and assistance to women entrepreneurs, not the entrepreneurs themselves.

Small Business Investment Company (SBIC)/ Venture Capital

Small Business Investment Companies (SBIC)
The SBIC Program fills the gap between the availability of venture capital and the needs of small businesses that are growing rapidly. Licensed and regulated by the SBA, SBICs are privately owned and managed investment firms that make capital available to small businesses through investments or loans. SBIC's are: high risk venture capital, and may charge higher interest rates than other sources of financing.

Accessing Venture Capital is a free, virtual workshop available through SBA's online Small Business classroom. It provides an overview of equity markets, a basic understanding of how to raise venture capital, and info - from seasoned practioners of SBA's SBIC program.

Raising Capital by "Going Public" in Washington State
The Securities Division of the Department of Financial Institutions promotes small business capital formation. Spokane Area:

Child Care Micro-loan Fund - Available to Spokane area child care providers. Loans up to $5,000 to licensed family child care homes and $25,000 to centers. Funds assist with start-up facility costs, health and safety improvements, minor renovation associated with starting or expanding a licensed child care business, and acquisition of equipment necessary for operation. Loan applicants receive up to 30 hours of free technical assistance and business training. U.S. Dept. of Transportation - Short Term Lending Program provides short-term, working-capital lines of credit to disadvantaged business enterprises (DBE) which hold or are in the process of obtaining a transportation-related contract. Must be DBE certified or a certified SBA 8(a) contractor. Maximum line of credit: $500,000.

Washington Dept. of Community, Trade and Economic Development (CTED) Regional Finance Specialists Helps entrepreneurs obtain financing for start-up and expansion projects. Staff reviews business project proposals, determines financing alternatives, packages applications, and presents projects to appropriate lending authorities. Priority projects create employment opportunities in distressed and timber-impacted areas of the state, and/or support development of minority & women-owned business. CTED Finance Specialists also are intermediaries in the SBA's Prequalification Loan Program.
